Above, the Shell station at 13th and Main streets proclaims gas for $3.99 per gallon Monday evening. Artesia hasn’t seen its prices drop below $4 per gallon since mid-March, when Wal-Mart — whose current price, pictured below, is $3.97 — was still holding out at $3.96.
