After a few weeks of postponement, the Artesia City Council unanimously approved a memorandum of understanding (MOU) Tuesday allowing the 7024U Outreach Center the use of the former police station, located at 702 W. Chisum Ave.
While the MOU will not fully go into effect until 7024U, a program geared toward helping at-risk youth, has secured two years of funding, the agreement allows 7024U to use the former police station rent-free. The city will also take care of any major repairs to the facility, such as heating, cooling, electrical, interior water damage and structural repairs. … For the rest of the story, subscribe in print and on the web.
The MOU also allows 7024U to make alterations to the building “to fit the needs of the program,” although the outreach center must provide all future plans to the city. Finally, the city will be 7024U’s fiscal agent for any capital outlay funds issued by the New Mexico State Legislature.
In exchange, 7024U has agreed to allow the city the right to access the premises upon demand. 7024U will also be responsible for the general maintenance of the facility, including minor repairs, cleaning and upkeep of the grounds.
While the MOU states the U.S. Navy Sea Cadets of the Pecos Valley Ironclad Battalion has permission to use the premises, 7024U is not authorized to sublet the facility before obtaining consent from the city.
