Tim Gray, far right, CFO of Chelsea Investment Corp., smiles as Roselawn Manor resident Carol Pennington cuts a ceremonial ribbon Tuesday signifying the official grand opening of the affordable housing center. The complex, located at the site of the former Artesia General Hospital, houses 63 one-, two- and three-bedroom units for low-income individuals. Gray thanked the City of Artesia and the Don Johnston Family for their cooperation in the construction effort.
