The Artesia City Council has elected to forego its annual Cloudcroft retreat this year in favor of a “staycation” of sorts at Hotel Artesia.

With a quorum present, the council uses the retreat as a marathon meeting in which a variety of different issues facing the city are addressed.

Hubert Quintana, executive director of the Southeast New Mexico Economic Development District (SENMEDD) in Roswell will again serve as moderator, with the council convening at 1 p.m. Friday, July 29.

On that day’s agenda are a report on the National Guard Armory from the Planning Department; approval of a resolution and agreement with the SENMEDD; and adjournment to executive session in accordance with the Open Meetings Act to discuss the purchase of real property.

A presentation on IT needs for the network and Criminal Justice Information Systems compliance and an update on the Novatime system and time keeping will precede adjournment at 5 p.m.

The council will reconvene at 8 a.m. July 30 with an update on the Community Service Program by Judge Kaye Kiper, followed by discussions on the Infrastructure Capital Improvement Plan and Community Development Block Grant items including incentives to hook up to the city’s sewer system, a timeline for hookup, and an update on future zoning law changes.

From 10-10:30 a.m., the council will discuss the Hold Harmless Gross Receipts Tax and possible bonding and replacement of revenues, followed by a budget discussion from 10:45 a.m. – noon.

A working lunch during which the utility lien process and changes to the red flag program will be discussed will precede attention to Fair Labor Standards Act changes and their effects on city personnel; the purpose of the Personnel Committee; take-home vehicles; and a discussion of the utility rates timeline and water usage comparison.

Following another discussion on the 2016-17 budget, the council will consider budget adoption, adoption of the mid-year budget adjustment resolution, and adoption of a fourth-quarter report resolution before setting the date of its 2017-18 retreat and its goals for the coming year.
